Optiplex 780, won't boot

My Desktop Optiplex 780 suddenly won't boot, Just power on and off frequently and instantly. After many tries takes days sometimes it boots normally without any errors report.I checked and replaced CPU, memory and PSU. And removed all extended attached parts. But nothing changed.

Notice:

If I left the desktop connected to AC it works normally. The problem appears when the computer went shutdown and unplugged from AC for maybe two days or more.

You test Power Supply with Digital Power Supply Tester. Pay attention to "PG" Power-Good-signal in ms.

You should be using good UPS (like APC).

If power-supply checks good, you might have a bad/flaky motherboard.
