Optiplex 990, bios mouse glitch

Anyone having an issue with Dell Optiplex 990 MT bios mouse glitching and bouncing all about like somebody has remote connection into it? I mean it doesn't matter how slow or fast you move the mouse every time you get close to whatever your trying to click on the thing teleports to the other side of the display? This is very aggravating, almost threw the thing through a window trying to fix it! I've upgraded the bios, tried several mouse's,  corded and wireless and no luck at all on a solution.
