optiplex 980 diagnostic lights keep changing

I just got a hold of a new dell optiplex 980.  the non on board graphics had an old DVI connector so I removed it since I only had VGA and the VGA connection was covered by a rubber stopper.  I removed it connected it and tried to power it up.  the diagnostic lights cycle through several different codes and nothing posts to the monitor either.  the fan starts up quickly at first, then drops down to a slower setting and nothing happens.  

 

Does anybody know what is going on?  or anyways I can diagnose this?  I need help :) please!

It's normal for the LEDs to change though start-up. Once Windows starts loading they all go out. If it stops on a combination, check here to see what it means:
