power problem

Have an issue with my Dell Power Edge T610, when power is connected the fan on the PSU rolls then there is a little tweek and the amber light shows. did a little trouble shoot and found out that when i take off the flexible on the power board the green light is constant but the system does not boot, as soon as i connect back the flexible the tweek sound comes up and the green on the PSU turns to amber.

i have SAP installed on the harddrive all intact but would only work with that server as its registered to it.

what can i do to get the server to boot. wld greatly appreciate any help at this point.
