Bad Backplane? R820

Good afternoon,

We got a "new" server that I have been working on setting up.
The server is a PowerEdge R820.
It looks like Bio's came updated.

We are going to be running 16x 2TB Samsung 860 Pro SSD's in this server.
I finally got to boot the server up today and I was going to configure it and I was getting:
PDR1001 on Drive 4 in Disk Bay 1.
I looked at the iDRAC log:
Event ID 6
Normal

Drive 4 in dis drive bay 1 is operating normally.

Event ID 7
Critical

Fault detected on drive 4 in disk drive bay 1.

As I mentioned I am running 16x drives so I swapped out drive 4 with another drive not having issues.
Drive 4 continued to have issues and I did a couple more swaps just to be sure.

Is it possible to have a bad Backplane port?
The hardware is all used hardware and not new (except for the SSD's). 

Another thing I tried was removing all the drives from Disk Bay 1 and just having a drive in #4 and I was still running into issues.

I really don't know what else the issue could be, to be honest. Any suggestions would be appreciated.

It's possible to have a bad slot on the backplane. If you test several known good drives in that slot and they all report issues then I would suspect the slot is bad.
