PowerEdge T130 with PERC S130 - 2019 server drivers not working

I have a T130 with PERC S130. I am trying to install server 2019. I have it set up as a RAID 1 with (2) 500GB SATA SSD. It gets to "where do you want to install windows" and "we can't find any drives". I click load driver, I point it to the WIN201964 driver from your website. It shows a compatible driver. I click it to install, the bar goes across the bottom like it is loading, but then goes right back to the "we can't find any drives" windows. I tried 2016 64bit driver with same results. I tried an older version of Server 2019 with same results. Google searches get em nowhere. any ideas?
