I was able to purchase a Dell Poweredge 2800 server over ebay, and was wondering if I could use it with a virtual machine. Well, the virtual machine program refuses to launch without more Vram, so that's out of the question. Is there any supported graphics card I could purchase to use in this server?

What hypervisor are you using? The 2800 does not support VT, so any hypervisor that requires it will NOT work. (For example, ESXi 3.5 or earlier will probably work.
As far as video goes, it will be a lot of trial and error to find a card that works, if you find one that works. Video card compatibility was never a consideration of Dell servers, particularly this old of a server.
I am currently using virtual box. It allows virtual machines without VT, but they will only be 32 bit. If i were to find a graphics card that does work, it would be used outside of the virtual machine, as most programs work without the virtual machine. (For example, steam is installed and runs fine so far.)
