Intel 10G X520 Dual Adapter
Only the second ports come up. Other port does not load. any ideas ? Have reinstalled and installed latest drivers.

This sounds like the same issue seen here. Due to lack of details provided, would you read the other post and see if you are seeing some of the same details that are listed. If so they link to a Microsoft KB with a workaround. If that doesn't sound like the same issue you are seeing then let me know and give us some additional information, like when you lose the second port (prior to OS, or not).
Let me know what you see.
