The device displays the error message described below and does not allow me to callit.
POWER: unavailable in standby
He apparently is in standby modode.
I have access to IDRAC however it will not let me do much and that supposedly would solve the problem does not apply.

Try to swap out the power supplies and see what happens. You could be having a failing powers supply or an issue with the Power Distribution Board.
