Performance Issues with Poweredge 400SC

I have a poweredge 400SC also,  3.2 GHz P4, 1 gig OCZ PC4000 memory, Radeon 9800 PRO 256 MB,  80 gig HD, SB Audigy 1 soundcard,  LG 48x/16x CDRW/DVD combo drive is all the upgrades to the box.

With my current configuration I should be getting roughly 46,000+ Aqua mark 3 marks, and i only get about 30,000 which is horrible. 3D Mark 2003 V3.30 produces very low scores. Has anyone had the same problem as the one I have posted or am I the only one?.
