PowerEdge 1800 FI to continue booting

Just over a year ago I purchased two PowerEdge 1800 servers. Their specifications were identical and both are running windows 2003 server configured exactly the same (one is a production server the other is an off-line backup for it). So how come the off-line server demands an F1 keystroke to boot? Not very useful for a server! Anyone any ideas why this should be so? I checked Dell support. Two articles both of which are no help. It seems Dell is not too bothered about shipping servers that cannot be booted remotely. 
 
I need to buy new equipment and it will be HP unless I get a satisfactory explanation and solution of this problem. Like within 3 days (the delivery time of two HP servers from Redcorp).

I had a similar problem with a shipment of PE2600 servers. The final, real fix was an update to the ESM firmware.
 
update the BIOS too
