PowerEdge servers steal 2MB of memory from applications?

I have a couple new 1750's that I put through my typical new server turn-up stress test, that is running memtest and windows memdiag on them.  The Dell 1750's fail with all sorts of errors, in the last 2MB of ram.  Dell's MPMemory works fine, but it doesn't test the last 2MB of ram (if you have 256MB ram, Dell's MPMemory test only test 254MB ram).
 
After some googling around, I see this was a common problem on the PE servers or so it seems - if you search memtest on this board or on Arstechnica:
 
 
So, I installed Linux like normal, seems to work fine, but
 
free -k shows 1028388  (should be 1030872)
free -m shows 1004 (should be 1006)
 
So, what are the Dell PE 1750 (and I assume 2650's) using and hiding that last 2Meg of ram for?
