Does anyone know if you can use LTO 3 tape cleaning media in a TL4000?

yes you can use that media in the TL product.

Just about all cleaning tapes will work regardless of they specify a certain range of LTO useability with reference to a number e.g LTO 1 -4 The only exception is that HP made some cleaning tapes that will only work in HP tape drives.
