Dell precision 490 workstation

1. Pls, my precision 490 is not powering on. It shows light on the motherboard but not displaying on 1,2,3,4. Also, the fan or other lightning are off.

2. How can I get another precision 490 workstation.

3. Is there any workstation that can be use/ compatible with precision 490
