Precision 5720 AIO Screen Noise VBIOS flash

I have a Dell Precision 5720 that started making the screen buzzing noise constantly when the Windows 10 1903 update was installed. I am also unable to change the brightness now. Graphics switching is disabled because the integrated graphics are simply unacceptable for what this computer is used for. This setting has been the same since I purchased this machine and have not had any issues until now. I read in some other posts for this model and it's XPS counterpart that flashing the VBIOS would fix the issue. The problem, none of the links are working anymore so I cannot attempt this solution. If someone could send me the link, it would be greatly appreciated.
