Precision T5600 Replacement CPU Fan and/or Disable one CPU

Folks:

I have a Precision T5600 with two physical CPU  Intel ES-2667 12 core 2.90GHz.

On boot-up I get an error: "Alert! CPU 1 Fan Failure"

Two questions:

1) Is it possible to just replace the CPU fan or is it built in to the heatsink assembly?  If just the CPU fan can be replaced, what part number should I order?

2) While I am waiting to replace the CPU fan, is there any way through Windows OS, software app. or via BIOS to temporarily disable that CPU so it does not overheat?

Hopefully you have the fan replaced but if not open your case and look at the fan and make sure it is not blocked by, dust, or some other object.  I've had little critters get in the fans before and stop them.
