I would like to update GPU RTX- 4000 on my Dell t7810 - 685 PSU
does RTX 4000 - will support in t7810 - 685 PSU
rtx 4000 has 8 pin. but 7810 power has 6 pin.
please suggest power pin cable

Yes, a 685w PSU will support your RTX 4000. An 8-pin cable connects to the power distribution board would be 3H4HG.
