1710n not finding static IP address

I am having a problem with the printer assigning a static IP address.  I have switched out ethernet cables, changed ports.  I get a 169.......IP address once and then a 0.0.0.0. the second time.

I tried the Continue, Cancel button simultaneously while shut off and turning back on.  Did not help.

 

Any suggestions?
