Strange issue with a 1320c and the print spooler.

I'm having an issue with a Dell printer that I'm stuck on and can't seem to get a resolution for. Dell's support didn't have any suggestions outside of what I've tried already.  The issue is, whenever something is printed from the web, the job sits in the queue and the print spooler service stops. I have to shut down the printer, and then keep restarting the spooler service until I can delete the job from the queue. Once I do that, and power on the printer, it works fine. I've tried IE and Chrome, with no luck. I've tried the drivers that shipped on disc and the latest from the Dell site, with no luck. Printing from any other app is fine. The user has two other network printers connected, and can print from the web to either of those without an issue.

On the details:
The computer is a Dell Optiplex 360
running Windows 7 Pro x86 SP1. It's fully updated. The printer is a Dell 1320c all-in-one, connected via USB. The user has local admin rights on the box.

Any suggestions?

Thank you for posting on Dell Community Forum, Printing problems can be caused by cables that aren't connected properly, corrupt drivers, incompatible drivers, printer settings, missing updates, and problems with your printer.

Please use the below mentioned link and follow Step 1, 2 & 3.

·         Step 1: Check hardware

·         Step 2: Use a troubleshooter

·         Step 3: Update drivers

I've gone through those steps with no change in status.  I am running the latest drivers, but they are from nearly 3 years ago.  I pulled the error message out of the Event Viewer:

Thank you for replying on Dell Community Forum, I’m extremely sorry for the delay in reverting you regarding the printer issue. Please try the below mentioned steps to resolve the issue.

Check for the spooler whether it’s turn on in services

  • Start > Start Search > services.msc
  • If spooler is not on, turn it on. If after turn on, it turn off automatically, proceed to step 3, if can turn on go to step 4
  • Start > Start Search > C:\Windows\System32\spoolsv.exe (Right click > Properties)
  • Click on Security Tab > Advanced > Owner. Take ownership of the file and give full permission to the file. Once done, close everything and try to start the service again.
  • Start > Start Search > cmd (Run as Admin)
  • del /Q C:\WINDOWS\system32\spool\PRINTERS\*.* > Press Enter
  • Once done, try to start the spooler in Services.
