Dell Backup and Restore Manager doesn't have the Windows Recovery Environment installed

This is using a Dell Inspiron 17R N7110 about 1 year old.

I did a fresh install of Windows 7 Home Premium 64bit using my Dell recovery CD's that has a black disk for Win 7 and a green disk for the drivers. After I reinstalled the "Dell Backup and Recovery" software, I got the following message: "Dell Backup and Restore Manager doesn't have the Windows Recovery Environment installed." How can I fix this?

Also, where are the downloads for the DataSafe Programs? When I go to "Dell DataSafe Online", it says that my computer is not online. I can't download my backup.

One more thing; only about  1/2 of "My Dell Downloads" are available. I can't download all of them. How do I  fix this?
