Dell Data Vault won't install error 1603 from within the Dell Precision Optimizer install

Running:  Dell-Precision-Optimizer_4TC5Y_WIN_6.0.14_A00

Which calls:  DDVClientInstall_x64.msi

And Dell Data Vault fails to install with a 1603 error message.  Optimizer finishes install.
