R610 IPMI raw commands for fans

Greetings!

I'm interested in learning if there are IPMI raw commands for controlling the fans on an R610 individually. I'm aware of the command that will control the fans as a whole (I guess it's controlling stepping? PWM frequency?), but I'm trying to isolate several noisy fans for replacement and that doesn't really get me there.

I have two questions:

1. Would someone be willing to share those commands, if they exist?

2. Would you be willing to break down what the BMC interprets from each byte in the commands below? 

raw 0x30 0x30 0x01 0x00
raw 0x30 0x30 0x02 0xff 0x10

Edit: I'm generally familiar with the structure of an IPMI raw command, just unfamiliar with the Dell specific commands.
