Installing a RP4VM on a busy cluster with 47 hosts and about 120 datastores and it keeps failing on resource pool 

Any idea or suggestions?

What is the % that it is failing at?

Looking at your screen shot it looks like you don’t have enough available space in your RPA to perform the install.  Are you upgrading from a previous version of RP4VM?

It's a new install. 
Space is there, I even tried by keeping the RPA on a completely new datastore
