the EMC facility in Santa Clara / California.

I understand that the Santa Clara COE will be fully ready in September.
What about the Walldorf COE? Is it ready now, or will it be ready in September, or at a later date?

The SAP CoE in Walldorf is at the SAP Campus and fully operational.
In Walldorf the SAP CoE has also EMC storage systems like VMAX, Celerra and Clariion installed.
