CD/DVD Drive Problem

I'm not very computer savvy, so please bare with me.  I have a Dell Inspiron 530 Desktop. I used it mostly for pictures and email.

I'm running Windows Vista Home Prem SP1

The CD/DVD drive says its a PDBS DVD+-RW DH-16W1S ATA Device

I am having the problem of putting any disc into the drive and it not recognizing the disc. It gives me an error like: Disc is not formatted.  The problem is that the disc is a normal DVD or CD and works in all of my laptops and work PC. So it's not the disc.   I've also put blank discs in to burn and it won't let me burn the disc and says it's already been formatted (When it hasn't and is a blank, brand new CD).

I did do a HW manager troubleshooting and it told me I have the latest device Software. Short of that, is there anything else I can do to trouble and figure out what's wrong with this drive?
