Can't write DVDs with Adobe Premiere Elements 4.0

I have an XPS 410 with a TSSTcorp TS-H653A DVD burner. When I go to burn the disc, initially Premiere recognizes the drive, but when I click "burn" it says that the drive isn't ready. Then when I click "rescan" it suddenly says there aren't any drives. My drive always recognizes DVDs as "blank cd"s when I insert them--could this indicate part of the problem? Thanks in advance.
