Dell Inspiron 1545 DVD+RW not working

My TSST Corp DVD+RW TS-L633B is not working.  In the control panel it is showing an explanation point in a yellow triangle and in the narrative it says:

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)". Does anybody know a quick fix as my warranty expired in July this year.
