Yes, you can have Dell replace the drive, but on most models it's a 10 minute hardware replacement and as long as you have recovery media, the reinstallation of Windows is similarly simple, so it's not necessary to pay for the work to be done. If you can't do it yourself, have a local computer shop do the work for you - it won't cost any more than having Dell do it, and you won't have to send the system away.
