Optiarc dvd rw ad7200s not working on vista Inspiron 518

hi i got this new desktop for christmas, and the disk drive doesnt work.

here is what it says on device manager

This device cannot start. (Code 10)

Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available.

on the driver section it says

Driver Provider: Microsoft

Driver Date: 6/21/2006

Digital Signer: microsoft windows

i click under check for solutions, but nothing comes up. i tried uninstall and restarting and then when vista starts it says some drivers were not found.

how can i fix this???

is this a common problem??

should i call dell?
