Second HDD on an Optiflex 760 with W7 Pro x64
The second drive is recognized in device manager and the according SATA box checked in the bios utility.
But nothing in disk manager. Any clue??

Does device manager indicate the HDD driver is installed properly? How about the Intel RST? Do you see the drive there?

Yes and drivers are OK
You'll have to explain Intel RST...
I tried 2 other HDD with data on it and W7 saw it and all the data.

Do you have Intel Rapid Storage Technology installed?

I guess not, It's a new "refurbished" pc with only W7 Pro x64 in it. Like I said it recognize 2 other drives with data on them so I think it's a format issue or something like that but since disk management doesn't see it, it's difficult to repair the issue

I would try installing the Intel RST.
