Failing To Load Alerting Window in SRM GUI

All I'm pretty new to this product and my first task is setting up SNMP traps forwarding. After logging into the  Web Interface and stepping through Administration - Modules - Alerting, the new window loads and just times out. My conclusion is just to restart the EMC M & R services and guessing as the issue is related to alerts the first port of call will be the prime backend server.

1. Is there a need to restart these services on any of the other servers if this is the correct one?

2. Are there any pre requisites before doing this?
