You can access Dell API without installing any agent or OME however to access the API services, you require to obtain your private API key.

Please note that there is no way to add device into Support Assist without OME. The prerequisite is that all devices you want to manage under Support Assist have to be first discovered in OME.
You can do a range discovery in OME, all discovered devices will show up under Support Assist Devices page. You can go through the UG for doing a range discovery www.dell.com/.../Discovery-Wizard-Configuration
