I found a temporary workaround to get this working. FTP doesn't appear to be working right and I am not sure why the first 2 files download and not the next 2. Somehow, it downloads the 2 Windows executables for Inventory Collection (32bit and 64bit). After that, it fails attempting to download the Linux 32bit binary. Because of this, I tried the FTP url I saw from an outside connection which also timed out. Just taking a guess, I replaced downloads with ftp in the URL and that worked.
We modified the \Windows\System32\Drivers\etc\hosts file to include the following line which successfully allowed us to update:
143.166.147.76 ftp.dell.com downloads.dell.com
After updating, we commented this line out as we didn't know what affect it would have on other processes.
Modified the hosts file, but I'm still getting an error when it tries to download the Linux bin.
(My installation is on a physical server).

Geertc, comment out the line in your host file and then try [View:ftp://ftp.dell.com] from your vm and see if you can reach it.. I also have OME on a W2K12R2 VMware.
The same behavior as the origional URL it runs until 30% and after this i get "Exception:The remote server returned an error: (404) Not Found."
If i changing the URL to HTTPS://ftp.dell.com/.... it runs until 30% and after this i get "Exception:The remote server returned an error: (500) Internal Server Error."

same here as well for me. Hyper-V running on PE servers. I wonder if anyone running VMware or physical has seen this issue at all?

Setting the host file as suggested does allow the upgrade to complete successfully. Now updated to 17.03.00.987

for the moment it instantly fails (with or without hosts entry)
Maybe Dell is making some changes right now ?

On my side, the hosts trick did not work.
I managed to get it working with ftp.dell.com/.../catalog.cab source (URL with ftp protocol instead of http).

404 or 500 means you are using http protocol.
Please set URL to ftp.dell.com/.../catalog.cab
