Since "we" are not Dell (nor this is not an official support/communication avenue for Dell), no explanation is likely to be forthcoming to any potential problem you might be experiencing. However, OMSA 6.4 works just fine:
ftp://ftp.dell.com/sysman/OM-SrvAdmin-Dell-Web-WIN-6.4.0-1266_A00.18.exe

Link doesn't work.
Edit: Nevermind. Just takes a few clicks.
Guess the ftp server is getting hammered.
