Are Dell 13th Gen servers NUMA-capable?
If so would changing a BIOS profile to Performance change that?

I think so, but I would have to check each one to be sure. I would suggest checking the manual of the server you are planning to buy.
No, the performance profile will not affect node interleaving. It can affect memory frequency, refresh rates, and patrol scrubs.

There is a memory settings section in the manual that discusses the available options. Yes, it supports NUMA.
