r415 installing

Hi everyone

 I am installing PCS7 v7.1 sp3 in a engineering server on Dell r415 which installed windows server 2003 32 bits. but during  the instalation an error with SQL occurs. When it try to install SQL Server Database Services in the "Starting SQL Service: MSSQL$WINCC" state the following error occurs.


"The SQL Server service failed to start. For more information, see the SQL Server Books Online topics, "How to: View SQL Server 2005 Setup Log Files" and Starting SQL Server Manually."


I don't have a disk to install the OMSA that comes with the computer for default. Do I need to install something else after installing Windows on the server before starting to install PCS7?
