Venue 11 (5130) Windows 10 display driver issue

Hi all,

I have been having an issue with my 5130 for a while now. (I think I had this since Windows 8.1). 

My system is running Windows 10 Pro.

This issue happens on those pop up boxes you get when you hover the mouse over some pictures on web sites. Yahoo for example.  This is happening on Chrome. (I haven't tested other browsers)

What will happen is that this beige dialog box will pop up at some later point in time and just stay there. It is annoying to say the least. I don't see any updated drivers from Dell for the video card. (Actually no Win10 display drivers period)
Also, I cannot seem to get the display drivers from Intel to install to save my life. I have downloaded the 32 bit drivers for Intel HD graphics and they won't install. I get a message about my system not meeting the minimum requirements. 

Any thoughts?
