VNXE3300 OE restore

I have a VNXE3300. The hardware is good it boots up and both SPs are in fault mode. The only problem is the first 5 drives were wiped. I have access to the serial console and can get into service mode. Can Dell or anyone provide me with the document on how to reinstall the OE onto a new set of drives? I have the VNXe-MR4SP5-upgrade-2.4.5.23339-RETAIL.tgz.bin.gpg which as I understand is the latest version of the OE, correct me if I am wrong and there is another file I need.
