[Error had occurred and could not activate the selected cartridges.]

I can't get any cartridges to install that weren't already installed by default using vFoglight PRO 6.1...

vBundle 1.7.0
Chargeback
Capacity Planning

Anyone ever seen this?

LOL! Sorry about that! :-)
Your best option is opening a case with support. You can take a look at the mgmt logs located in the vFoglight\logs folder to see what error might have been thrown.
You can try copying out the .car file (eg...Chargeback-5_5_4.car) from the vFoglight\cartridges folder.
First try pointing to the copied car file and installing.
If that does not work, then try uninstalling the cartridge from the cartridge inventory view. Next, point to the cartridge file you saved out and install it.

Yes, I'm licensed for PRO and have installed it. When I go to login it says "vFoglight PRO 6.1". From what I understand even if I had SE vBundle would still work,

You sure that you installed the PRO edition?

Correct, I can see the cartridge in my list, highlight the cart, hit enable, it starts and brings up the progress box, then pops up the error.
I've rebooted, tried to different admin accounts....

What is the error? I do not see an error listed or a screenshot attached.

Thanks... I just opened a case, but will give your suggestion a shot.
