Cannot download Windows Security Updates, IE 8. "Congratulations" pop up occurs when I try to download Windows Security Updates

Having problems with downloading IE8 and Windows Security Updates.  Also Symantec Antivrius no longer works, displays the icon on bottom right corner, but when I doubleclick, says that no Symantec protection technologies are installed.  Tried to download the appropriate Windows files and go an error.  Also have run Spybot and CCleaner.   Help!!!!!!!!

Also tried to download latest Windows update file, WindowsXP-KB932823-v3-x86-ENU and got this error ------  Data error (cyclic redundancy check) followed by "installation did not complete"
