For what it's worth, Flash (ActiveX) for IE on my Win8.1 tablet has not been updated as of 8:15 pm Monday 8:15 am Tuesday 10/17 .  Nor was it updated last Tuesday.   It remains at 27.0.0.130.

Likewise for Win 10.

I got that Flash update yesterday for Win 10 too. But then I also got the Win 10 Creators Fall Update yesterday after the Flash update was installed.

After the OS update was done, I had WU check for updates again and guess what...I had to install that same Flash update again.

So double-check to make sure Flash is up-to-date after your install the Fall Update to Win 10.
