Updates 9/1/14 - Firefox
Both MajorGeeks and FileHippo are mirroring copies of Firefox 32 "final":
http://www.majorgeeks.com/files/details/mozilla_firefox_32_final.html
http://filehippo.com/download_firefox/
Typically, these sites "jump the gun" by several hours... the Mozilla/Firefox site is still showing v31.0 as being current...
I would suggest that users wait for the official release --- possibly later today (but more likely tomorrow, as I believe FF follows a TUESDAY release schedule) --- and then use FF's internal updater.
Now available via FF's internal updater.

Rick,
I hadn't tried anything before you mentioned it (as I "live" in IE for the most part)...
but when I did, I don't see any problem [Win7x64 SP1]... both my right-hand (vertical) and bottom (horizontal) scroll bars seem to be functioning fine here.

ky331,
The new version of Firefox 32.0, the scroll bar disappears once you click on it. I hope they get this corrected.
