Why in this day & age I cannot check if my computer has "polymorphic Malware"?

I have run the free version of the Malwarebytes Anti-Malware scan and nothing detected.

I do not have any malfunction to suspect if I have the infestation but after reading the above on the BBC site, wondered if I could check my system.

Article suggests :No I cannot but will be informed by the ISP if I have the infestation...?

In this day & age, can't I check it myself but have to wait for ISP to inform me!!
