Delay open Issue in Excel 2016 when Opening Saved Files

When you open a saved Excel spreadsheet, it will take 1-2 minutes before the Excel splash screen appears.

Files open very quickly if we first open Excel and then use Excel to open the file. However, it only happens in Excel on the 2 new Vosto 3888 machines, even after repairs or reinstalls of MS Office.
