Hello, I am new here and want to buy this laptop for my dad. Dell Vostro 3400 Intel Core i3 1115G4 4GB 1TB HDD Ubuntu 14'' N4001VN3400EMEA012201

I have some spare parts to upgrade it and have a nice budget PC.  I have 2x 8GB 2133mhz Samsung mobile rams. Is Vostro motherboard supports 2133mhz? I searched a lot but couldn't find a definitive answer. Do you recommend using them?

I also have Kingston nv2 500MB SSD, it probably will work on it. 

I really appreciate any help you can provide.

That laptop accepts DDR4 RAM at 2666 MHz (or 3200 MHz if it has a discrete graphics card). DDR4 2133 MHz may work, but obviously would be slower.

That laptop was sold with various storage configurations. If it currently has a hard drive, then you may replace it with any 2.5" SSD. If it came with a M.2 2280, then you could replace it with another M.2 2280 like the one you mentioned. If it came with a hard drive, it may not support the  M.2 2280.
