As you can see it is working perfectly with my config using Linux Mint 19.2 Tina 64bit Cinnamon Live USB installer.
The config is Dell Vostro 5481 + WD15 130W dock + 2xP2217
How do you make it work?
I have dell vostro 5481 but no matter what I try it most often does not even work with one monitor. I am thinking about selling it cheaper than i bought 😞

I did nothing special. It just works. Also with windows 10. The laptop has the latest BIOS and the dock has the latest firmware and it is working out of the box. I am using the HDMI and DP ports of the dock. If it doesn’t work for you with the same devices and same conditions that may mean that some of them are faulty. Mine is also not perfect as I have to plug it in the dock twice every time to make it work as I mentioned in the topic starter but then it is working perfectly.

I've just noticed this thread re: Vostro 5481 + WD15 dock + 130W PSU. I have the same setup. I'm running BIOS version 2.2 with Windows 10 Pro 1903. It's all working fine except for the behaviour on power-up. I have the Vostro 5481 in a stand (with the lid closed) and have the start on power applied BIOS setting. Only the USB-C connector is in the laptop, everything else on the desk (keyboard, mouse, ethernet and monitor) is connected to the WD15.
On applying power via the PSU & Dock, the laptop starts, and all connected devices start OK, except for the monitor (connected via either HDMI or Mini-Displayport), also the light on the USB-C plug at the laptop end does not light up. I can fix things by unplugging the USB-C and then plugging it in again, the monitor now works and the light on the USB-C plug lights up.
This sounds similar to the behaviour detailed by other users on this thread. I'd be interested if anyone has a proper fix (perhaps updating the Vostro 5481 BIOS or the firmware on the WD15) ?
