VxRail 3.5 deployment to a managed VLAN w/o DHCP, and, how to change the IP for VxRail Initial Setup

I've deployed a 3.5 release of VxRail to my groups lab and thought I'd share some of the steps to get things up and running if you are on a specific VLAN without DHCP available, and also how to change the initial IP used for VxRail Setup.
