Web cam not working after upgrade to windows 10

hello,

I have a Dell Inspiron 3048  and just upgraded from Windows 8.1 to Windows 10.. Before the upgrade the webcam worked both on skype and facebook messenger.  Not it does not.  The screen is black.

I checked and have the camera checked as ON to allow apps to access the camera and also on for the skype app under the Microsoft Store apps, but still nothing.

Can someone please tell me what I need to do to get it fixed?

If not do I need to go back to Windows 8?
