Black Screen during boot/Windows 8 - cannot load on safe mode - no Bootable System RE USB

So, here is my story,

Yesterday I wanted to install graphics drivers form Dell website due to some problems that I had.

My laptop info: DELL_Intel Core i7-4500U CPU_RAM8GB_Windows 8.1 .

Graphics Dr.: Intel Graphics Family & AMD Radeon 8850M.

During the installation of a 'new' AMD Radeon 8867 - if I remember well - , my screen started to flash and then got black. My laptop was on with black screen and the cursor flashed. I turned it off, then back on , and it was the same story....nothing.. I pressed Shift+F8 and Nothing.

I can only access to BIOS (F2) or to BOOT MANAGER (F12)... Unfortunately no Safe Mode is an option. In fact, how is it possible to go to safe mode with a black screen on Windows 8??

I would appreciate any suggestions to fix the problem.

1. At the black screen, try pressing "CTRL+SHIFT+ESC" to start Task Manager

2. At the top of the(Task Manager) page, click "File" then click on " Run New Task"

3. Type ‘msconfig’ and then select ‘OK‘ to open system configuration.

4. Click on the ‘tools‘ tab, select System Restore (Restore Reset to Earlier Date),choose the earliest date then click ‘OK’
