Brightness control unavailable in Windows 8.1.

I am currently running 64-bit Windows 8.1 in desktop mode on my Optiplex 755.  I can't control the desktop brightness like I could in Windows 7 and XP.  What do I do?

The means of changing the brightness should be inbuilt into the monitor and independent of the OS.

Actually, I already knew that.  I should've  explained that in Windows XP, I installed the Intel G31/G33/Q33/Q35 Graphics Controller specifically designed for the Dell Optiplex 755 running XP, which installed it's own display control panel to control the brightness, hue, and gamma via the software.  Windows 7  apparently had this driver built in cuz it installed it automatically, but it seems to be missing in 8.1.

Still, your solution works too, so I'm gonna go ahead and mark this question answered.

Incidentally, my monitor iz a Dell 1908WFP w/ a max. rez. ov 1440 x 900.
